After all the failures on 20th century town-planning, finally it seems that a new era of sustainable urbanism can begin.&lt;br /&gt;&lt;br /&gt;Corviale is a 1km long "Unité d'Habitation" built in the 1970s as example of brutalist architecture applied to social housing.&lt;br /&gt;It accomodates some 6,000 inhabitants.&lt;br /&gt;&lt;br /&gt;The demolition of this clear mistake in architecture, town-planning, and urban policy can lead the way to a new season in Italian architecture: URBAN RENAISSANCE to transform Slab-Urbia into true mixed-use eco-compact towns, neighborhoods and villages.&lt;br /&gt;&lt;br /&gt;Corviale is possibly the most famous example of brutalist architecture in Italy, but almost all Italian cities have been vandalised during the 1970s by similar monsters: LAVATRICI at Genova, GALLARATESE at Milan, PILASTRO at Bologna, LAURENTINI Q 38 at Rome, VELE at Naples, ZEN at Palermo.&lt;br /&gt;&lt;br /&gt;The Masterplan to transform Corviale into an Eco-Compact Garden City has been developed by AVOE at the International Workshop organised in 2008 at the University of Ferrara on: COMPACT CITIES vs SUBURBAN SKYSCRAPERS.&lt;br /&gt;It calls for a new mixed-use Garden City on 14 ha accomodating some 12,500 inhabitants in 3-4 storey maximum buildings.&lt;br /&gt;Hopefully it will help the re-generation of both Corviale and the Italian Slab- and Sub- Urbia.&lt;br /&gt;Hopefully, it will serve as a tool for citizens to make choices on the urban environment to live in.&lt;br /&gt;&lt;br /&gt;&lt;a href="http://3.bp.blogspot.com/_15Zk72Yw1wo/S-K8K9Wf1ZI/AAAAAAAAAI4/2LM9U5wWfu4/s1600/CORVIALE+SITO-1+copia.jpg"&gt;&lt;img style="display:block; I nuovi Boulevards rappresenteranno i luoghi centrali dei quartieri periferici e permetteranno agli abitanti di fare la spesa senza dover utilizzare l'automobile&lt;br /&gt;&lt;br /&gt;6.incentivare l'apertura di nuovi spazi commerciali diffusi all'interno di tutta la città. I negozi diffusi lungo le strade e le piazze garantiscono ai cittadini la possibilità di fare la spesa pedonalmente e contribuiscono a garantire un accettabile livello di sicurezza&lt;br /&gt;&lt;br /&gt;7.utilizzare le aree demaniali dismesse per costruire nuovi eco-quartieri urbani integrati con edifici urbani misti di non più di 4-5 piani&lt;br /&gt;8.avviare un Piano di Ri-urbanizzazione della Periferia volto alla trasformazione delle aree degradate in Quartieri integrati, ciascuno con una propria piazza, un proprio mercato e servizi urbani&lt;br /&gt;&lt;br /&gt;9.avviare un Piano di Trasformazione dei vecchi ipermercati in quartieri urbani integrati in modo tale da incentivare la fruizione pedonale della città&lt;br /&gt;&lt;br /&gt;10.avviare un Piano di Smart Growth prevedendo il riuso dell'area della vecchia Tangenziale che sarà resa disponibile dalla realizzazione, ad opera dello Stato, del Passante Nord o del Passante Sud. A population of 127.000 inhabitants.&lt;br /&gt;The smartest city has lost in 1971-2009 the equivalent of a city such a Ferrara.&lt;br /&gt;And, because it is the smartest city, in the same period it has expanded the urbanized surface over 9,000 hectares, thus creating huge problems of budget as the utilities network had to double.&lt;br /&gt;And, because the utilities network doubled, the level of taxation has become the most expensive in Italy.&lt;br /&gt;&lt;br /&gt;A fantastic vicious circle.&lt;br /&gt;Too much built surface. Too scarce residents and tax-payers. Too much heavy level of taxation.&lt;br /&gt;Last but not least, between 1991 and 2007 the Municipal Company for Public Transportation has increased its fleet by 20 units. From 453 to 474 units-&lt;br /&gt;&lt;br /&gt;Pity that in the same period the extension of the Public Transportation network passed from 354 km upto 561 km !&lt;br /&gt;And passengers dropped from 107 millions in 1991 dawn to 96 millions in 2007.&lt;br /&gt;&lt;br /&gt;It is definetely the smartest city.&lt;br /&gt;The only one that instead of planning an efficient NORTH-SOUTH and EAST-WEST network of subway, it wastes money in dreaming of surrealistic people-mover.&lt;br /&gt;It is the only one that insists in ignoring the lesson from all the other European cities. The only one that pretends not to build a tramway on tracks. The only one that prefers building concrete walls in the historic center.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;E' la città più furba.&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Quella che nel 1971 aveva 499.000 abitanti e si estendeva su una superficie urbanizzata di 5.000 ettari.&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Quella che nel 2009 ha 372.000 abitanti e si estende su una superficie urbanizzata di 9.000 ettari. &lt;/em&gt;&lt;/p&gt;&lt;p align="left"&gt;&lt;em&gt;Ha perduto 127.000 abitanti, cioè 1/4 della sua popolazione, 1/4 dei suoi contribuenti. &lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Ha perduto una città grande come Ferrara. Nello stesso periodo la sua superficie urbanizzata è aumentata del 90%. Si è quasi raddoppiata, dilatando a dismisura le sue spese per le reti elettriche, l’illuminazione, i servizi pubblici, le strade, le reti dei trasporti e delle fognature. &lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Un disastro che si traduce nelle tasse più alte d’Italia. Un Comune che deve inventarsi ogni giorno nuovi balzelli per coprire il deficit causato da una pianificazione fallimentare.&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;E' la città più furba.&lt;br /&gt;Nel 1991 l’ATC, l’azienda dei trasporti pubblici aveva 453 mezzi e una rete di 354 km.Nel 2007, l’ATC ha una flotta di 473 mezzi e una rete di 561 km. But limits in height do express a profound democratic value.&lt;br /&gt;Every citizen is equal under the Law.&lt;br /&gt;So, either every citizen has the right to build skyscrapers -like in Up-Town and Mid-Town Manhattan- or nobody -like in Washington D.C.&lt;br /&gt;&lt;br /&gt;US are quite clear about it. Never to forget. So the problem is clear.&lt;br /&gt;You can have high buildings and monuments when you deal with Civic Institutions. But private should be ruled in an equal way.&lt;br /&gt;&lt;br /&gt;Today, this rather pathetic situation is dramatically changing. &lt;/span&gt;&lt;/div&gt;&lt;span style="font-family:times new roman;"&gt;&lt;div align="justify"&gt;The Recession is wiping out this architectural and democratic contradiction.&lt;br /&gt;Because you cannot build a skyscraper in phases. It must be built at once.&lt;br /&gt;It is not like an organic urban neighborhood that can be built through phases. One block after the other. If the economic situation is good and the market booming fine. If not, slowly, one block after the other.&lt;br /&gt;The skyscraper is not flexible. Ma tali limiti si fanno espressione di un concetto profondo e democratico.&lt;/span&gt;&lt;/em&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;em&gt;&lt;span style="font-family:times new roman;font-size:85%;color:#666666;"&gt;Tutti i cittadini sono uguali davanti alla Legge.&lt;/span&gt;&lt;/em&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;em&gt;&lt;span style="font-family:times new roman;font-size:85%;color:#666666;"&gt;E così o tutti hanno il diritto di costruire grattacieli -come in Up-Town e Mid-Town Manhattan- o non ce l'ha nessuno -come a Washington D.C.&lt;/span&gt;&lt;/em&gt;&lt;/div&gt;&lt;em&gt;&lt;div align="justify"&gt;&lt;br /&gt;&lt;span style="font-family:times new roman;font-size:85%;color:#666666;"&gt;Gli Stati Uniti sono molto chiari a riguardo, la Comunità Europea no.&lt;/span&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;span style="font-family:times new roman;font-size:85%;color:#666666;"&gt;Le città europee sono l'espressione di una cultura che ha sempre incontrato difficoltà nell'adottare un vero processo democratico. L'idea più diffusa è quella secondo la quale, una volta eletto, il sindaco può autorizzare i propri "amici" a costruire grattacieli -guadagnando ovviamente ingenti somme di denaro- mentre il resto della cittadinanza non può usufruire del medesimo diritto.&lt;/span&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;span style="font-family:times new roman;font-size:85%;color:#666666;"&gt;Il risultato diventa evidente guardando i patetici skyline di molte città europee, nei quali gli altissimi edifici rovinano la bellezza e l'omogeneità del profilo di un'organismo all'interno del quale solamente le Pubbliche Istituzioni -il Comune, la Cattedrale, etc.- hanno per tradizione il diritto di spiccare al di sopra di tutto.&lt;/span&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;span style="font-family:times new roman;font-size:85%;color:#666666;"&gt;Il Campanile è una torre con un solo piano! Meglio non dimenticarlo. E da qui il problema si fa evidente.&lt;/span&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;span style="font-family:times new roman;font-size:85%;color:#666666;"&gt;Si possono avere edifici e monumenti alti quando si ha a che fare con le Istituzioni Civiche. Ma l'edilizia privata deve essere sogetta a una equa regolamentazione.&lt;/span&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;&lt;span style="font-family:times new roman;font-size:85%;color:#666666;"&gt;Oggi questa patetica situazione sta drammaticamente cambiando.&lt;/span&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;span style="font-family:times new roman;font-size:85%;color:#666666;"&gt;La Recessione sta spazzando via questa contraddizione architettonica.&lt;/span&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;span style="font-family:times new roman;font-size:85%;color:#666666;"&gt;E questo perchè non è possibile costruire parti di grattacieli in tempi diversi. Bisogna realizzarli in un'unica fase. Diversamente da quanto si potrebbe invece fare per un Quartiere Urbano Organico, che si sviluppa un blocco dopo l'altro. Se la situazione economica e di mercato è buona.&lt;/span&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;span style="font-family:times new roman;font-size:85%;color:#666666;"&gt;Sennò, lentamente ma sempre un blocco dopo l'altro.&lt;/span&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;span style="font-family:times new roman;font-size:85%;color:#666666;"&gt;Il grattacielo non è così flessibile.
