How is it possible that the Municipality of Bologna keeps saying that it is impossible to refurbish the 1990 Football Stadium because "it is surrounded by urban fabric" and the City of Valencia, Spain, EU, is actually building a 75.000 seats new Stadium right in the middle of the city?

AN URBAN STADIUM FOR BOLOGNA

As a new Law has been voted by the Italian Parliament to finance the construction of new stadiums, it would be great if Italian cities do not build sub-urban stadiums as the one currently proposed for Bologna, lost in the middle of the countryside.
It would be great not to go sub-urban when US are currently turning into Urban ones.
Boston's Fenway Park will open a gallery of urban examples to help Italian cities building new stadiums as part of interventions of Urban Renaissance and not...UFO landed in the desert

dato che il Parlamento italiano ha votato una nuova legge per finanziare la costruzione di nuovi stadi, sarebbe geniale se le città italiane non costruissero stadi sub-urbani come quello proposto per Bologna, sperduto in mezzo alla campagna. Sarebbe geniale se non costruissero stadi sub-urbani raggiungibili solo con l'automobile, circondati da immensi parcheggi e generatori d'inquinamento.
Sarebbe geniale se non costruissero stadi sub-urbani quando gli Stati Uniti stanno costruendo nuovi stadi urbani.
