THE EMBARASSING VALENCIA CASE




Excuse me!
How is it possible that the Municipality of Bologna keeps saying that it is impossible to refurbish the 1990 Football Stadium because "it is surrounded by urban fabric" and the City of Valencia, Spain, EU, is actually building a 75.000 seats new Stadium right in the middle of the city?

Above Bologna, below Valencia

I don't understand. Can you explain it to me?
